The City of Carthage is hereby giving notice of the City’s intent to submit an application though the Missouri DED Community Development Block Grant for Downtown Revitalization to assist with efforts to:
Improve the sidewalks around the historic Carthage square by making them accessible for all residents. This will be complementary to the project to redo the sidewalks on the square itself.
This project is estimated to cost approximately $750,000. There will be a public hearing on December 14th at 6:00 p.m. at:

OPENING AND CLOSING DATES FOR CANDIDATES TO FILE FOR CITY COUNCIL
In accordance with Chapter 115 of the Laws of Missouri and Article IV & Article VIII of the Home Rule Charter of the City of Carthage, notice is hereby given that there shall be elected the following city officials at the General Municipal Election to be held April 2, 2024: One Council Member from each of the five wards to serve two-year terms.
Those persons wishing to be designated on the ballot as a candidate shall file their declaration of candidacy in the office of the City Clerk, no sooner than Tuesday, December 5, 2023 beginning at 8:00 A.M. The last day to file is December 26, 2023 at 5:00 P.M. The office of the City Clerk will not be open on Saturdays and Sundays or those days designated a holiday by the City of Carthage.
Petitions for Nomination of Candidates are available in the Office of the City Clerk, City Hall, 326 Grant, Carthage, Missouri. Applications should be accompanied by submitting $25.00 or a petition with 25 signatures from registered voters from the ward represented.

FYI - The Public Works Department would like to remind everyone that the majority of the ‘street cut repairs’ around town are related to the Gas line improvements being made by Spire Gas and are put in place by those crews. Some ‘repairs’ are temporary, so please continue to use caution in those work areas. When gas repairs are complete in an area, the Street Superintendent is notified by the gas company and a final inspection of the repair work takes place. If further repair work is needed that work is done under the supervision of the Street Superintendent. If you have any questions, please contact the Public Works Office at 417-237-7010.

LEAF PICK UP OPERATIONS TO BEGIN NEXT WEEK. The citywide leaf pick up program will be starting Monday, November 13th. The program runs thru December. The city is sectioned off into 4 areas and crews work in a clockwise direction through these areas. Crews will be starting in the Southwest Section. Overall, the crews typically make 2 passes throughout the city in this two-month time frame. Please rake your leaves to the back of curb or along the street, but not in the street. Bagged leaves, sticks, or other yard waste will not be picked up by the crews. In addition, crews do not pick up leaves in the alleys. Due to ongoing complaints and parking issues in the downtown area, we would like to remind everyone that there is a two-hour parking ordinance in the City Code.
Sec. 23-424. - Two-hour parking.
(a) No person shall park any vehicle within the following listed boundaries on any public street and leave the same continuously parked for a period greater than two (2) hours between the hours of 8:00 a.m. and 5:00 p.m. Monday through Friday: The area bounded on the west by the east curb line of Garrison Avenue and on the north by the south curb line of Central Avenue and on the east by the east curb line of Howard Street and on the south by the north curb line of Sixth Street.
(b) The police committee of the council may designate certain streets within the above bounded areas as areas in which parking is not restricted. Any such areas shall be placed on a list and a copy will be kept by the chief of police and the city clerk. The council may make changes to the list.
(c) Any person guilty of violating the provisions of subsection (a) or (b) shall be subject to a fine of five dollars ($5.00) if such fine is paid within seventy-two (72) hours of the placement of a notice of violation on the vehicle, provided however, that if such person has received more than four (4) such notices of violation within a thirty (30) day period such person shall be subject to a fine of twenty-five dollars ($25.00) if paid within seventy-two (72) hours of the placement of a notice of violation on the vehicle. If the fines mentioned above are not paid within seventy-two (72) hours and the person is found guilty of violating the provisions of subsection (a) or (b), such person shall be sentenced to a fine in accordance with the general penalty sections of the Carthage Code.
(d) It shall be unlawful for any person to move his motor vehicle from one (1) location on the Carthage Square or within one (1) block of the Carthage Square to another location on the Carthage Square or within one (1) block of the Carthage Square for the purpose of avoiding the two-hour parking limitation as set forth in subsection (a) above. Any person found guilty of violating this subsection shall be subject to fine not less than ten dollars ($10.00) and not more than twenty-five dollars ($25.00).
(e) No person shall be fined for violation of the two-hour parking restriction above if on the day in question he has ridden on the city operated bus tour and as a result thereof has parked for more than two (2) hours at any restricted location. It shall be the duty of such person upon receiving a notice of violation of this section to furnish proof of his riding said bus on the time and date in question.

*Expired* HOLIDAY TRASH SCHEDULE: Due to the Labor Day Holiday coming up, trash services next week will be pushed back one day. Monday routes will run on Tuesday, Tuesday routes will run on Wednesday, and so goes the rest of week. So please plan accordingly. Thank you.

*Expired* SPIRE GAS MAIN PROJECT: Spire has notified the Public Works Department that the next targeted area for gas line replacement will be on Chestnut from Howard to Garrison. The street closure is set to be in place beginning today. This is a highly used travel area in our city; please consider alternate routes for the duration of the work. It’s anticipated that the majority of the work will be done before school starts.

*Expired* The Carthage Recycling Center is waiving the disposal fees for storm debris (trees, limbs, etc) for Carthage residents through next Saturday, July 22. For more information, contact Public Works at 417-237-7010.

*Expired* The Public Works meeting scheduled for this evening has been canceled. The next meeting is scheduled for August 1 at 5:30 pm.

*Expired* Carthage City Offices will be closed on Tuesday, July 4, 2023 in observance of Independence Day. In addition, the Carthage City Taxi will not be running that day, but will have normal hours on the 3rd and 5th.
*Expired* With the 4th of July approaching and the sale of fireworks, below are the City of Carthage’s times and codes for discharge and sale of fireworks.
- June 30th to July 3rd from 9:00am until 11:00pm each evening.
- July 4th until July 5th from 9:00am until 1:00am.
- July 5th from 9:00am until 11:00pm
No discharge of any firework in the Municipal Park at any time. The Fire Chief shall have sole discretion of suspending the city code in times of high fire risk or drought.
